Three decisions cover most image work: the format, the dimensions and the compression level. Format decides whether transparency survives and how well the file compresses. Dimensions decide how much data there is in the first place. Compression decides how much of that data is thrown away.
Getting them in that order matters. Resizing an oversized photo before compressing it will do far more for the file size than any amount of quality tuning on an image that is four times larger than the space it is shown in.

No. Every image tool here uses the Canvas API in your browser. The file is read from your device, processed locally and handed straight back, so nothing is transmitted and nothing is stored.
Which format should I use for a website?
WebP for photographs and graphics, because it is smaller than both JPG and PNG at the same visual quality. Keep SVG for logos and icons that are already vector.
Is there a file size limit?
There is no server limit, because there is no server. The practical ceiling is your device memory, which very large images above roughly 50 megapixels can exhaust on older phones.
